Govern™
Makes identity, policy, classification, delegation, risk, and human approval executable for every consequential request.

Authority and Assurance
Makes identity, policy, classification, delegation, risk, and human approval executable for every consequential request.
Mission Impact
Trust, explainability, authority, and auditability.
One Governed Mission Loop
Operates through shared MIOS, MIOL, Mission Object Graph™, Orion Knowledge Fabric™, identity, evidence, and governed contracts.
Govern™ evaluates and enforces authority. It does not create commander intent, originate mission tasks, recommend courses of action, or perform product actions.
How it works
Govern™ resolves identity and mission context, evaluates policy and delegated authority, determines whether human approval is required, and returns an explicit allow, constrained allow, deny, escalate, or revoke decision. Every consequential result is time-bounded, enforceable, and preserved as signed authority evidence.
- User, service, device, organization, role, and tenant identity
- Requested action, mission purpose, affected objects, and risk
- Delegated authority, policy, classification, releasability, and location
- Model, agent, tool, data-access, time, and communications context
- Explicit policy decision and rationale
- Signed, time-bounded authority token
- Enforceable constraints and obligations
- Immutable authority and assurance record
How it works with the system as one unit
Every mission product can call Govern™ before a consequential recommendation, disclosure, model invocation, task assignment, or machine action. Decision™ recommends, humans select, Govern™ authorizes, Command™ orchestrates, and Autonomy™ coordinates only within the resulting authority envelope.
Designed as one bounded responsibility
Each ZR Orion product owns a distinct operational responsibility, evidence model, authority boundary, and lifecycle. Modularity prevents one component from silently accumulating every authority while preserving continuity across the complete mission loop.
